Usually checks should be delayed, 'to order.' Words 'Pay John"s Brown to order', mean, that money should be paid to John Brown, or any person, that he orders, that it has paid. If the check is delayed 'the Payment to John Brown or the Bearer', or is simple 'Pay to the Bearer,' any person who is the bearer, can collect it. The paying cashier can ask, that the person representing the check has written the name on a back, simply had it for the reference.
